The Philippine senate is considering a bill to teach human rights to students at all levels. Senate bill 1145, sponsored by Senator Leila DeLima seeks to institutionalize human rights as a separate and specialized subject in both basic and higher education. Senator DeLima has observed, “human rights education must be taught from early childhood education onwards to build a strong, positive human rights culture where everyone’s rights are fully protected and realized.”
